Define the system and what it handles
State whether the equipment handles an ROV, another load or people. Identify the davit or A-frame, winches, power pack, controls, foundations and connection to the handled equipment. Provide system ratings and configuration drawings. ROV guidance is not automatically the right basis for a personnel-handling system, lifeboat davit or a different specialist duty; confirm the applicable requirements with the responsible technical team.

Make component history part of the scope
Include rope and termination records, maintenance history, earlier reports and details of replacements or modifications. Identify connections that are hidden during normal use or difficult to access. IMCA incident reports show why a previous load test or an accessible-surface check cannot substitute for understanding critical connections. Ask what access or additional examination is needed, without assuming every component can be assessed in its installed position.

Agree how functions will be assessed
Describe the normal launch, recovery and stowage sequence, together with relevant limits, braking, interlocks and emergency arrangements. The inspection plan should identify which functions and configurations will be checked and what evidence is required. A competent team must control functional or load testing under the approved method. Do not demonstrate emergency modes or bypass interlocks simply to prepare for a visit.

Coordinate access and the final decision
Agree vessel or site access, operational availability and the people responsible for isolation, operation and acceptance of findings. Record unexamined areas and unavailable functions as limitations, not completed checks. Request a system-level summary linked to component findings, restrictions and corrective actions.
